Video: Galveston Cops Savagely Attack Reginald Deon Davis
A Texas man has filed suit against the city of Galveston and two of its police officers for attacking him in a savage assault captured by the dashboard video camera in their patrol car.
The video clearly shows Galveston officers Archie Chapman and Jose H. Santos Jr. brutally beating and kicking 34-year-old father Reginald Deon Davis of La Marque on March 19.
According to the lawsuit, Davis was sleeping in his car along the Galveston seawall (which is illegal without a permit) when he was awakened by an officer at 1:45 am and asked to place his hands on the hood of the police car. Instead, he ran towards the beach, where he was first Tasered and then set upon by three officers who punched and kicked his face, head and body. His head was also forced into the surf and held underwater.
“I really thought I was going to die out there,” Davis told KTRK.
Police counter that Davis had two prior drug convictions and officers believed he may have been facing a possible ‘third strike.’ Galveston Police Chief Henry Porretto claimed Davis grabbed something from his car and put it in his pocket before fleeing. Porretto said police believed Davis may have been attempting to eliminate evidence, possibly illicit drugs, when officers attacked him.
An internal police investigation concluded officers used necessary force.
“The offender put our officers’ lives in jeopardy, and their response was appropriate,” Porretto insisted.
